Is there a way to create a new topic by sending an e-mail?

If so, how would I go about it?

Related question, I would like to set up my Gmail so that it would put e-mails from different subforums in separate folders. Is that possible?

I can partially answer your second question. You can probably set up Gmail
filters for the bracketed subforum names at the end of the title. I don't
know if the fact that they're not in square brackets or that they're not at
the beginning makes this awkward in any way.

Technically yes, but it's only enabled for certain forums, and really not very many of them. Realistically, remembering the email address to send to for each forum would be quite difficult, so we basically expect you to come to the site when you want to start a new topic.

Dominik is on the right track for the filtering. Just google “gmail filters” and you'll find a variety of articles that should help you figure out what's best for you. Do us a favor and report back once you've got some tips that are specific to emails from this site? ;)

Yes, this works - I have created several such filters.

Click the More button in your Gmail view of this message, and click Filter
messages like these. Delete the ‘from’ and in Subject, enter (Judging
Technology), with the brackets. Click Create filter with this search and
then you can select what you want to do with the messages for this forum
when they arrive. For example, I have ‘Skip the inbox’ and ‘Apply the
label: JudgeApps/Other’. You can also include different fora with OR
between the criteria, such as (Judging Technology) OR (Un-official
Announcements).

You could instead use the forum addresses as criteria, but I like
readability of my filters and I'll accept that some email gets filtered
inappropriately - as I'll read it anyway some time :)

Remembering the address would not be difficult - I could just put it in my
adressbook and then I could easily replace DCIJ-L and MTG-L with it. If
there is a way that works to create a new topic, even technically, could
you please share it?

I mean, if it's enabled for certain forums, it shouldn't be very difficult
to enable it for others, right?
