Fetch Lands in FRF Boosters

OK, I have an interesting question as it pertains to this weekend. How are the Khans fetch lands being handled if they're opened in FRF boosters. I'm under the understanding (possibly misguided,) that Khans cards are not intended for use in this particular Limited format, so where does that leave these.

Any assistance would be appreciated.

Fetch Lands in FRF Boosters

Khans fetch land replace the Fate Reforged common lands in FRF packs. At GP San Jose, staff noticed that the stamped product of FRF packs had all Khans fetches removed (stamping for day 2 of a GP is a manual process handled offsite). However, this is not what was intended. Since they stamped product included fetches (set aside but still with the mass of product), judges re-introduced the fetches back into the stamped FRF packs. I don't know the specifics on which exact packs to put the fetches back into, but the point remains the same: preserve the integrity of the pack as originally produced.

With Dragons of Tarkir, there is the added wrinkle that KTK is not intended. I would interpret this as “not intended at the pack-level.” In other words, maintain the production integrity of the FRF pack. In some cases (I opened several boxes and saw about a 1.25 fetch per box ratio), this will mean there is one stray KTK fetch in a given pool.

If your event is DTK & FRF, and there's a KTK card in a pool, consider the following:
1) It would only be a fetch land.
2) A review of the rest of the pool should show one fewer common FRF land.
3) Anything different is suspicious.

I believe the MTR covers this in Section 7.3:

Other than basic land, only cards from the expansions of the boosters opened (and only cards opened in that player’s pool) may be used in a player’s deck. For example, in a Magic 2015 Core Set Sealed Deck tournament, any card in a booster other than the Magic 2015 Core Set game cards received by the player and basic land may not be used in a player’s deck during that tournament. Exception: Nonbasic lands from the Return to Ravnica and Gatecrash expansions opened in Dragon’s Maze boosters are allowed in Limited formats using Dragon’s Maze cards. Nonbasic lands from the Khans of Tarkir expansion opened in Fate Reforged boosters are allowed in Limited formats using Fate Reforged cards.

So I would think that players opening a fetch land in a Fate Reforged pack in a Fate Reforged-Dragons of Tarkir Limited event would be able to use that land in their deck.

Is there already a Fate Reforged deck checklist with the fetches on it?

In case it wasn't clear from my first post: yes, you can play the fetches in your prerelease decks.

As for decklists: that doesn't matter for this weekend, deck lists are discouraged at prerelease events. If your players demand them, just have players write the name(s) of any fetch lands by the other non-basic lands.

OK, then how would this be handled in other situations, for example PPTQs, GPTs, or even GPs?

Ask and thou shalt receive.

The WPN site now features a FRF deck checklist with Fetchlands:

I think it's a reasonable assumption the MTR next week will cover this.
