Any card in a booster
that is not a card from the expansion of the opened booster is retained by the player that registers the cards (e.g., a
player that registers the contents of a booster during a deck swap keeps the token card, if any)

I am aware that if a FRF booster contains a KTK Fetchland in the basic land slot, it forms part of the card pool and can be used in a Sealed Deck tournament. While I can't find a reason for that in policy, I am sure I've seen the ruling somewhere (and it makes intuitive sense - you've opened it, it's mean to be there, so you should get to play with it!)

Am I missing something somewhere in the MTR, is this a case of KTK fetchlands counting as part of the “FRF expansion” even though they don't have the symbol, or should the MTR be updated to take into account
this cornercase?

As far as I remember, KTK fetchlands have been recently added to FRF
limited decklists.

Jon, are you sure you're looking at the March 2015 version of the MTR? The
exception you're looking for is listed in 7.3.

MTR:
Other than basic land, only cards from the expansions of the boosters opened (and only cards opened in that
player’s pool) may be used in a player’s deck. For example, in a Magic 2015 Core Set Sealed Deck tournament,
any card in a booster other than the Magic 2015 Core Set game cards received by the player and basic land may
not be used in a player’s deck during that tournament. Exception: Nonbasic lands from the Return to Ravnica and
Gatecrash expansions opened in Dragon’s Maze boosters are allowed in Limited formats using Dragon’s Maze
cards. Nonbasic lands from the Khans of Tarkir expansion opened in Fate Reforged boosters are allowed in
Limited formats using Fate Reforged cards

However, this is a clear-cut case of UC-Theft of Tournament Materials given the definition that it can be played in the tournament.

When you say “clear-cut case of UC-Theft of Tournament Materials”
remember this section from the MTR - 2.10 Dropping from a Tournament
Players who drop during limited events own the cards that they correctly have in their possession at that time. This includes any unopened or partially drafted boosters.

This is a valid way for the player to retain the Fetch Land, although they won't be playing in the current event with it.
