(Not sure if this is the best place to ask this, but the other forums seemed even less fitting…)

A side by side comparisson of the CR,MTR,IPG when they are changed would be a very useful thing to have. I don't know the documents by heart line-for-line, so I'm usually a bit weary that I might miss an actual change when looking over the new versions.
I know there's a few articles that talk about the (intended) effects of policy changes, but I haven't been able to find a version that explicitly lists the changes, like for example: "This is unchanged rules text. This was the next line before the current policy update. This line is new in this version. Here the unchanged text continues.“

When I got back into the game around RTR, there had been a thread in the WotC forums that listed for each set what rules had changed from the last set, and I found the ”diff" aproach extremely usefull to get behind things. I imagine that it would be a good way to keep track and notice policy changes, as well.

The Appendix in each document specifically lists the changes from the previous document version.

Sadly CR hasn't (at least lasts)

Off the top of my head there haven't been any meaningful CR changes in quite some time. There's an update every set realease to add new mechanics, and some tweaking to corner case stuff occasionally. The Returning Player Rules Primer still lives in people's memories–you're not the first person I've seen mention it. Maybe I should revive it at some point, but without an official forum I'm not really sure where would be a good place to put it.

I found this free tool on the web. It's able to compare two different PDFs and find their differences.
I'm using it just right now for comparing the last two IPG versions. :D

You can use also the “Compare files” in word.

The closest thing I can think off is https://vensersjournal.com

I find it very clear and straightforward.
