During a deck check, you find some basic lands with card names sharpied on them stored in Amy's deckbox with her sideboard. When you ask about this, she says she was using these cards as placeholders during testing and she replaced them when she bought the real cards from a dealer before round 1.

If I'm reading the new IPG correctly, this is a deck problem that doesn't fit into any of the upgrades, which would mean the penalty is a Warning. Is this correct? If not, what am I missing?
