Adam casts Exhume.

I understand Adam chooses first following APNAP and then Naomi chooses her creature and both creatures enter the battlefield simultaneously.

Is Naomi able to choose Phantasmal Image and have it enter as a copy of Adam's chosen creature?

No.

Phantasmal Image's copying effect is a replacement effect; it changes how it enters the battlefield. Determining what this replacement effect does has to be done before the zone change. At that point, Adam's chosen creature is still in the graveyard, so isn't a legal choice.
