I feel like not every instruction is an announcement. If one tells a player to “not do x again” on a one-on-one basis. is that an announcement?

Oliver is referencing the inconsistency in USC 4.2 that TE 3.5 is Failure to Follow Official Announcements:

3.5. Tournament Error — Failure to Follow Official Announcements
Definition
A player fails to follow an instruction given to a broad audience he or she is included in. Most often these are
registration instructions, safety instructions, or venue rules. Instructions given directly to an individual and not
followed are penalized as Unsporting Conduct — Major.

Alex - That falls under giving a direct instruction and a player failing to
follow that is committing USC - Major. Announcements are things like “Put
your name on your decklist” and are more general in nature.
