+1 to Prillaman, he is absolutely on spot here.

Have in mind that (as Jeremie correctly points out) each region is
different and may have different needs. The goal should be adapting to your
audience, to your community's specific needs, and to each specific OP
program (at a same location an FNM's audience may be very different than a
prerelease's audience, for example).

Consult with your local TO so players get the best possible experience we
can provide.

Any reference for this, please?? It's more than usual in my LGS. Decklists are collected, but deckchecks are rare.

it's a “should not”, not a “must not”. Like Bryan said, it's best practice not to have decklists at Regular REL, but like David said, your community may have particular preferences. I know of places where prereleases run with deck swaps, because that's what folks want.

Collecting/requiring Decklists at REL Regular can have uses other than Deckchecking and/or looking for cheating - at our local store, we require Decklists for the legacytournaments, as the legacyplayers decided they'd like the top8 decklists to be published to discuss them ;).
