Is this ruling just a one-off for Arbiter?

Or should we apply it more generally as a precedent for interactions like Shadow Alley Denizen and a creature returned by Grave Betrayal?

Presumably, constellation still triggers for a permanent put out by Arbiter if there is an Enchanted Evening on the field, right?

The answer I gave yesterday was correct (and confirmed by the rules team). With the Arbiter, you put the permanent on the battlefield, then the Arbiter sets up the effect to make it into an enchantment. Since it doesn't become an enchantment until after it has entered, it will not cause constellation abilities tor trigger. It may be reviewed at some future date, but as of now, my previous ruling stands.
