TO does not want to allow intentional draws

So the owner of my local shop, and Tournament Organizer, does not want to allow players to intentionally draw during Friday Night Magic at her shop. My question is, is this something that we can allow the Tournament Organizer to modify and, if so, how do we go about enforcing it penalty-wise?

ID's can not be forbidden by the TO, as thay are practically unenforcable. If two players want to ID but they technically can't, they just will play very slow and let the match finish 1-1, nothing you can do against it.

But more important: why does the TO want to forbid ID's?

One option is to adjust payout so that ID's are highly unfavorable; that way you don't frbid ID's, but you highly discourage them.

Players are entitled to ID by the tournament rules and this is not something the TO can modify. It is easy to incentivize the desired behaviour, such as by treating a draw as a loss for prizes, but care needs to be taken to avoid generating USC Improperly Determining a Winner infractions.

Understanding and possibly educating the TO would help as well.

Understood. To answer your question, Dustin, she wants players to fully play the game in order to determine the top seats and feels that IDs unfairly determine that outcome. Can you or Thomas further explain to me how to adjust payout to make IDs unfavorable?

Make payout dependant on matchwins rather than on place in the standings. Then 3-0-1 gets as many prizes as 3-1, and the two 3-0 players have no reason to ID. (if there's 4 ronds).
In draft, and if you play rarepick (where I found this happening the most), add a prizebboster or 2 for any player that wins all his matches.

Let me repeat what Thomas just said: such a prize structure greatly incentivizes Improperly determining a winner. When 2 players at 3-0 are playing their final round, the game naturally reaches 1-1 and time is called, they both know that a draw will earn them nothing while a random winner who gives half of the extra prizes to the loser will net them both extra prizes, yeah, how are you going to explain that to them?

IMHO, you solved a non-existing problem by adding a very serious problem… In fact, when I organize any Regular event, I make sure to adjust prizes so that draws are a completely valid option that cost the players nothing. Most people want to play anyway, I really diskike DQ'ing people for IDaW, and why would the TO hold principal standards about ID's and force that upon the players?

Ultimately, being able to ID is a reward for playing well in your early matches. There is nothing unfair about it. As Dustin and I said, we see it as solving a minor problem by creating a large problem. Ultimately the prize structure is however down to the TO.
