So at my LGS the TO is doing something epic but has asked me a question that I don't know how to answer. In the event that someone in the drafts opens up a Lore Seeker (the artifact creature that immediately adds a booster pack to the draft) he is adding a random booster pack from magics history at random to anyone who pulls one (revised through innistrad block). After checking with WotC to see if this is ok, which the representative said was, the TO asked me if he could make it so that extra pack was owned by the drafting pod as a whole in order to prevent someone from scooping and taking a $20 unopened booster from the draft. I have no idea how to answer the TO in this regard other than you can't stop someone from scooping in a draft or otherwise not handing out such expensive packs to begin with, which he is deadset on. Reading the text on the card, it doesn't necessarily say that extra booster pack is owned by the player he reveals Lore Seeker, but that seems like muddy waters at best. Would love some guidelines as to how to best answer the TO in this matter.

We've long supported the idea that limited product belongs to the TO until a player is done in the event.<br/><br/>We allow players to drop before a product swap in Sealed Deck, but it's reasonable to refuse that option to someone in draft; after all, it's very disruptive to the other drafters.<br/><br/>I recommend that you announce any such conditions before the draft, in case a player doesn't want to comply.<a href="https://overview.mail.yahoo.com?.src=iOS"><br/><br/>Sent from Yahoo Mail for iPhone</a>

I think that each TO is going to handle this differently, for drafts in-store. I'm not a lawyer, so I can't advise on how to make a pack the property of the entire pod, but I can tell you what my store is doing:

When someone drafts Lore Seeker, they're welcome to buy any pack the store is currently selling, provided the pack is in English (because we didn't want to make everyone at the table check Oracle on every card left in the pack to figure out their pick). We don't want people bringing packs from home, given the possibility of mapped packs, and the TO felt that letting people buy their own pack gives players the flexibility they want - some will want something crazy and ask for a pack of Worldwake, some will want something familiar and ask for a pack of Dragon's Maze, and some won't want to pay another $4, or will just see a better pick in the pack, and pass the Lore Seeker on.

Remember that while the MTR don't prohibit someone from leaving a draft before it's completed, your TO has the right to refuse service. He or she might consider asking players to just be sporting and not walk with their pack of Revised, because they might not be welcome to participate in the next CNS draft if they take advantage of the TO's generosity. It sounds like you've got a pretty good community, if your TO is willing to hand out a pack of a player's choice for free, so this hopefully will just be hypothetical and not be an actual problem.

Conspiracy Extra packs question.

How I'll be running Conspiracy events: I'll have a selection of boosters available for players to buy, but players will be able to supply their own. I'm not worried about the potential of box mapping as I think the chances of doing that are virtually zero. I plan to allow Unglued and Unhinged should people bring those boosters.. :-)

Players who drop during limited events own the cards that they correctly have in their possession at that time. This includes any unopened or partially drafted boosters.

Scott says that if you wish to apply the old rule, then you have to make
this clear before the start of the event.

Conspiracy drafts can only be held as Casual events, I believe. These events don't have to follow the MTR to the letter.

My apologies for not being as clear as I could have.

Richard and Anthony are correct - Casual events can have “house rules”, even old ones that we've “fixed”. Because they are “house rules”, you should not assume everyone knows or agrees, thus always clearly announce before the event.

And, of course, if it's not casual, please follow the MTR.
