Problem with the Rules Advisor Test

One of our local players told me about a problem that he experienced when he tried to qualify as a Rules Advisor. Every time he tried to open the test - the website crashed and so he couldn't get any access. I asked him the usual stuff, if everything with his account and his browser was alright. But he told me that there were no problems with his account and that he used two different browsers (the latest released editions at the time of both Google Chrome and Mozilla Firefox).
Does anyone know of a similar problem or a solution for this?
