Courser of Kruphix + Fetchlands, no shuffle

A player has a Courser of Kruphix in play as well as a Windswept Heath and the top card of their library is a Forest. Assuming that the position of every card in remaining in the library is still unknown to both players save for the revealed card, is that player allowed to propose a shortcut where they crack their Windswept Heath, putting the Forest on the top of their library onto the battlefield, declare that their library is already in a random state and proceed from there? Or because Windswept Heath instructs the player to search their library, are they always required to behave as though they had searched?

This sort of time-saving process is fine, as long as - as you stated - there's been no previous effects that ordered any portion of the library.
