Game Play Error - Improper Drawing at Start of Game

Hi

I was checking the IPG today, And I have a question about it.

In the Examples for this GPE, letter C goes like this “. A player, going first, does not skip her first draw step.”

And this is what aditional remedy says

“Remove a number of cards, chosen randomly, equal to the excess plus one from the player’s hand and shuffle them
into his or her library. The player may take further mulligans if he or she desires”

Can the player making the “C” mistake choose to mulligan?

I would not allow them to take a mulligan.

Mulligans are considered pre-game procedure, and so if it occurs during the mulligan, they may continue to mulligan.

I think we lump skipping the first draw into IDASG because it's minimally disruptive, hence why it no longer applies after they take game actions. At this point, the game has already begun and they have a narrow window to catch a minor mistake. Because the game has begun, I wouldn't allow them to mulligan.

Guess I should elaborate on my too-simple answer.

First, that phrase - “may take further mulligans” - applies to all Improper Draw at Start of Game examples.

Now, why do we allow a further mulligan, after the player kept a starting hand and then drew on the first turn? Because the remedy changes the starting hand that they kept.

You look at your starting hand, you've got 2 lands, a Banner, and some playable 4cc cards - iffy, but you decide to keep, thinking you'll surely hit a 3rd land, play the Banner, and hit your 4-drops. Then you screw up, and the remedy shuffles away the Banner and one land - no longer a hand you can keep.

Interesting. A player wanting to mulligan after a “draw on first turn” hasn't come up for me before, and TIL something.
