Council's JudgmentWill of the council — Starting with you, each player votes for a nonland permanent you don't control. Exile each permanent with the most votes or tied for most votes.
Please let me know if the following is a correct interpretation of how this card will work:
Alice controls 5 Plains. Natalie controls 5 Plains and a Batterskull equipped to a germ creature token. Alice casts Council's Judgment. In response, Natalie returns Batterskull to hand and Germ dies. Both players pass priority and Council's Judgment begins to resolve.
Alice would vote, but can't make a legal choice, so she doesn't vote. (609.3??? Voting doesn't seem to fall under the definition of an effect.)
Natalie would vote, but can't make a legal choice, so she doesn't vote.
Council's Judgment checks all permanents (all 10 Plains) to see which have the most votes or are tied with the most votes. All 10 permanents are tied for the most votes (with 0 votes). All 10 permanents are exiled.
Council's Judgment is put into Alice's graveyard.
