If I use Whip of Erebos to bring back Meandering Towershell and then declare him as an attacker - will he still come back the next turn attacking?

I see this as along the vein of Obzedat and Whip interaction, am I wrong?

You're correct; it's exactly the same interaction as Obzedat + Whip of Erebos. The Towershell will return on your next combat, tapped and attacking.
