I would say once, since it is a shared upkeep and entering that upkeep is the trigger condition.
Now it gets trickier. Later, a
Gibbering Fiend joins the battlefield. How many times does that trigger in opponents upkeep? Mind the “that player” wording. Is this a different trigger event, like
Gang of Elk compared to
Chub Toad?
