To give a promo, or not to give

With the upcoming WMCQs, I am sure that the following questions will come up regularly in both players' and judges' community (even though some of them are relevant for rPTQs al well). The point is to know with an absolute clarity (so, ideally, an official answer would be appreciated) who is entitled to receive a participation promo, and who isn't.

1. Can a player receive a promo if they sign up for an event (physically) and then doesn't show up for round 1 (or even for a players' meeting)? For example if the registration is open also on the previous day.
2. Can a player receive a promo if they don't physically appear at the event? (one player registers, and pays for, some of their friends as well.)
3. Can a standby judge receive a promo when initially enrolled, but then activated (after the registration is finished)?

Is there any difference between WMCQs and rPTQs?
Are there any other situations we should be careful about regarding promos?

More info will be sent to the appropriate people, prior to RPTQs or WMCQs, but the short answers:
1) No.
2) No.
3) No.

The players should participate in round one, but we won't stop them from leaving before round one, after receiving their promo; only invited players may receive a promo, and only in person.

You can't play and judge in the same (Comp/Pro REL) event.
