Tromokratis and 2HG

How does Tromokratis's restriction work in two-headed giant?

Based on rule 810.7b, I would suspect that to be blocked, Tromokratis only needs to be blocked by all creatures that one player on the defending team controls, since then the positive comparison referenced in 810.7b would return yes for one of the answers… but 2HG is confusing.

In order to be blocked, every creatures on the defending team must be available to block it. That means if all of the creatures Head 1 controls are untapped and can blocked, but one creature that Head 2 controls is tapped and cannot block, Tromokratis cannot be blocked.
