Noble Quarry and Satyr Piper interactions

Me and a couple of judges can't decide on which answer to this is correct:

Player bestows Noble Quarry onto a creature (all creatures able to block must do so) and declares several attackers. Defending player activates Satyr Piper, targeting an attacking creature (Target creature must be blocked this turn if able).

What blocks are now legal? Does one have to be assigned to the second creature, and the rest to the one bestowed with Noble Quarry? Or can some/all but one/all be assigned to the second creature?

My view is Noble quarry creates a requirement for each creature to block it meaning one creature will have two requirements the rest only one, so the pipered creature can choose what to block but the others have to block Noble Quarry. Other views are that the Noble Quarry only has one requirement meaning that if you block the Piper with the targeted creature and the Quarry with all other creatures you match both and that this is the only legal set of blocks

Each creature the defending player controls is affected by two requirements: that it has to block the Quarry, or that the Satyred creature must be blocked. Each creature can only fulfill one requirement. So the defending player effectively has two options: they can have every creature they control block the Quarry, or they can have one creature block the Saryred creature, while everything else blocks the Quarry. They can't have more than one creature block the Saryred creature, since the requirement is fulfilled by having one creature block it.
