Yes, targeting FoW with Snapcaster's ability is legal no matter how many
untapped lands the player has. Judges are not here to prevent players from
doing strategically bad decisions, they are here to fix errors. Therefore
you should not intervene until some error actually happens - in this case,
the error (and the first moment to intervene) is casting FoW from graveyard
for its alternative cost.
