I have a question regarding sanctioning cube drafts. The MTR states, that product for a limited tournament “must be new and unopened”. This means, that cube drafts aren't allowed to be sanctioned as actual drafts at the moment, since the product is actually previously opened and used.

On the other hand, the Players' Championship had a sanctioned cube draft as part of the tournament and WotC is regularly running official cube drafts on MTGO.

So, is the policy on the cube changing or are both the PC and MTGO exceptions from the rule? Our Magic community here in Warsaw has already completed a pauper cube and plans to complete the official MTGO cube in the coming months (no proxies) and they want to draft the hell out of both of them. Do they really have to do it under the umbrella of a “casual event” even though it'll probably be run at one of the local stores with packs as prizes? Can't they run it as an actual booster draft to get their planeswalker points?

At this point Cube Drafts are just not sanctionable. AS you point out, you can list it as a casual event. You can not run it as an actual booster draft.
