Order of replacement effects for events affecting objects controlled by different players

Akhenaten controls Hill Giant and Boros Reckoner. Nefertiti controls Canyon Minotaur and Furnace of Rath.

Akhenaten casts Equal Treatment. After it resolves, he casts Earthquake with X=1.

Who decides in which order the replacement effects apply? Is it the same for all creatures? If not, can Akhenaten deal 4 to the Reckoner and 2 to the Giant?
