When doing the look ahead in 614.12, presumably the time stamp of continuous effects from the entering permanent (eg. Helios devotion effect) will always be considered later than those already in effect in the game state prior?

Would this be accurate for Helios entering while its controller also had Starfield and the opponent had Thalia?

Case 1: Game State Prior (GSP) Devotion 3-, Enchantments (including Starfield) 3-
Result: Enters untapped as a noncreature enchantment.

Case 2: GSP Devotion 4, Enchantments (including Starfield) 3-
Result: Enters untapped as a 5/6 enchantment creature - god.

Case 3: GSP Devotion 5+, Enchantments (including Starfield) 3-
Result: Enters tapped as a 5/6 enchantment creature - god.

Case 4: GSP Devotion 3-, Enchantments (including Starfield) 4
Result: Enters untapped as a noncreature enchantment.

Case 5: GSP Devotion 4, Enchantments (inc. Starfield) 4
Result: Enters untapped as a 4/4 enchantment creature - god.
