Project Description

The purpose of the project will be to collect data from L3s about tournament situations that are interesting from a policy perspective, then to analyze that data and make policy and/or education recommendations.

There are several current problems that this project will attempt to address:

1) The L3 group has become too large to have meaningful policy discussions when the form of those discussions is simply an open-ended forum thread. A more structured approach is required.

2) When a large group of judges (particularly a large group of L3 judges) makes rulings contrary to stated or intended policy, we need to know whether that is because of a communication problem, an education problem, or a legitimate difference of opinion.

3) Policy change often comes about through isolated incidents at high-profile events. While there is nothing wrong with this per se, there is also value to using a more data-driven approach.
